HR20-New Mother’s Mandated Mental Health Test-JUST PASSED HOUSE!
http://freedomfighterradio.net/?p=6603>
April 20, 2009

A sweeping government policy for all new births in the United States has just passed the House of Representatives and is now headed to the Senate. The Mother’s Act, if passed, will mandate that all new mothers be screened by means of a list of subjective questions that will determine if each mother is mentally fit to take their newborn home from the hospital. Just imagine that after your child is born, you are told that you can’t take the baby home since a multiple choice questionnaire wasn’t answered correctly. Just imagine being told that the only way you can take your child home is if you or your spouse goes into treatment or on anti- depressants, which we know can causes serious mental health problems if used on a person who is not actually serotonin deficient. It just doesn’t make sense. Unfortunately, this bill is on a fast track-No public debate, no public disclosure of the broad impact on our society and that is why we need you to act now!
The Mother’s Act violates our Constitutional right to privacy and your right to liberty and it is just outright dangerous. That is why we need you to help stop this. We urgently need you to call and email each Senator on the HELP Committee and tell them you STRONGLY OPPOSE the MOTHER’S ACT and that you are OUTRAGED that there was NO public debate or disclosure on the impact this would have on our society as a whole. Please call the following Senators on the HELP Committee and tell them that you want the Mother’s Act to die in committee.

A little info about this Bill, for anyone interested.

It looks like this Bill had broad bipartisan support in the House.

There were 8 Nays and all were by Republicans.

32 reps did not vote.

So 391 reps voted yea.

Here’s a chart on the voting stats.
http://www.govtrack.us/congress/vote.xpd?vote=h2009-164

There’s a discussion on the page ( http://www.govtrack.us/congress/bill.xpd?bill=h111-20 ) that goes something like this:

Apr 23, 2009 2:10 AM – Is this the bill that would require new mothers to take a psychological exam before leaving the hospital? – Read Answers

Answered by a visitor on Apr 27, 2009 8:48 PM – There is nothing in the substance of this bill which requires or even suggests that new mothers take a psychological examination. What the bill provides for is research into the etiology and possible treatments of postpartum conditions (i.e., postpartum depression or postpartum psychosis); grants to develop improved screening techniques and/or educational programs for medical staff and new mothers, fathers and other relevant family members; and grants for the development of a public awareness campaign about postpartum conditions, in the effort to improve early diagnosis and treatment among women affected.

The Senate Bill is 324 (S.324)

One other minor item worth noting, according to Senate.gov

The two Senators in the Wisconsin US Senate are Russ Feingold and Herb Kohl, no mention of Debra O’Laughlin (shown above).

I didn’t check any other states.
As for the “serotonin-deficiency” mentioned in the original forward, here’s a few ideas about that:

[...]

The serotonin-deficiency theory of depression was so successfully marketed that it was news to many Americans when Newsweek’s February 26, 2007 cover story, “Men and Depression,” mentioned that scientists now reject the theory that depression is caused by low levels of neurotransmitters such as serotonin. Thomas Insel, director of the National Institute of Mental Health, told Newsweek that “a depressed brain is not necessarily underproducing something.”

The demise of the serotonin-deficiency theory of depression should not be considered news in 2007 because in 1998 The American Medical Association Essential Guide to Depression was already stating: “The link between low levels of serotonin and depressive illness is unclear, as some depressed people have too much serotonin.” That same year Elliot Valenstein, professor emeritus of psychology and neuroscience at the University of Michigan, in his book Blaming the Brain pointed out, “Furthermore, there is no convincing evidence that depressed people have a serotonin or norepinephrine deficiency.” (Antidepressants that increase the neurotransmitter norepinephrine as well as serotonin include Effexor and Cymbalta). In 2002 the New York Times reported: “Researchers knew that antidepressants seemed to raise the brain’s levels of messenger chemicals called neurotransmitters, so they theorized that depression must result from a deficiency of these chemicals. Yet a multitude of studies failed to prove this precept.” Unfortunately, that fact was buried under more than fifty preceding paragraphs.

One Response to “Mother’s Mandated Mental Health Test, H.R. 20, S.324, Melanie Blocker Stokes Mom’s Opportunity to Access Health, Education, Research, and Support for Postpartum Depression Act”

  1. Dan Burdick Says:

The Brave New World OF COERCED DRUGGING by Dr. David W. Tanton

Senator Robert Menendez (D-NJ) “We must attack postpartum depression on all fronts with education, screening, support, and research so that new moms can feel supported and safe rather than scared and alone.” The obvious objective is to find a way to broaden the drug industry’s market in every way possible. For years, it was adults (especially seniors). Once they had basically saturated that market, then they began targeting our kids (even very young preschoolers). Now, the only untapped large market appears to be expectant mothers.

Worst of all, though, is the deliberate attempt to get legislation passed. State by State as well as on a national level, to mandate mental-health screening, first with children and now their mothers.

    Stress Testing the MOTHERS Act
    Kelly Patricia O’Meara

On the surface, the MOTHERS Act reflects its sponsors’ overwhelming compassion and empathy for women suffering from alleged mental health disorders resulting from childbirth – often referred to as Postpartum Depression. But when one conducts a brief stress test on important sections of the legislation, taxpayers may find that this costly and sweeping mental health legislation actually fails women of America, but goes a long way in inflating the balance sheets of one of the most lucrative industries in the nation – big Pharma.

Mothers Act Fuels Multi-Billion Dollar Industry A
    By EVELYN PRINGLE April 2009
    http://www.counterpunch.org/pringle04072009.html

In a March 30, 2009 speech on the House floor, Congressman Rush identified the target of this piece of legislation when he claimed that, “60 to 80 percent of new mothers experience symptoms of postpartum depression while the more serious condition, postpartum psychosis, affects up to 20 percent of women who have recently given birth.”

    Hello,

Importantly missing from the drug-company-spun version of AMA Medicine, so visible here, is “Good Fats, Bad Fats.” People need around a 1:3 ratio of omega 3 to omega 6 fats in their diet. http://www.annecollins.com/dietary-fat/omega-3-fat-efas.htm

Relatedly, there is an epidemic of magnesium deficiency.

How Many Americans Are Magnesium Deficient? by Paul Mason http://www.mgwater.com

For the body to convert the Omega 3 fat, linoleic acid LA, into the more complex EPA and DHA used in the baby and mother’s nervous system, an enzyme, D6D, needs Vitamin B6, magnesium and zinc.
    http://www.livehealthytoday.org/pages/omega-fattyacids.php

Antioxidants are needed to protect these high quality fats. Zinc is also important for the nervous system.

Comparing Omega 3’s from Fish and Flax Seed Oil http://www.omega3sealoil.com/Chapter4_3c.html
“A deficiency of any of the vitamins and mineral co-factors (vitamin B3, B6, C, Zinc and Magnesium) required by elongase and Delta-6 desaturase may inhibit conversion of EPA and DHA”

True to form in their medical manipulations, the Melanie Blocker Stokes Act would prevent mothers from receiving medical treatments such as DHA, flax oil (ALA), zinc, magnesium, Vitamin C and foist on them instead ersatz and poisonous medicines.

Along with these ertatz treatments comes the substituted ersatz medical knowledge. In this con mans’ fake version of medical matters, expectant mothers and new mothers and their babies will offer a growth market to pharmaceutical companies ever attempting to increase their product sales and profit. Mothers will be diagnosed by professional, who, in their opinion, using word-tests and observation, determine the mothers to fit into this or that category of D.S.M. “disorder.” With an appropriate diagnostic number from the manual to label the mother they can then bill her or her insurance for the screening interview or diagnostic interview, any counseling, development of a treatment plan and profitable toxic patent drugs.

These patent drugs usually contain in their molecule either chlorine (Clonidine, Xanax, Zoloft) or fluorine (Prolixin, Paxil, Prozac). Fluorine is the most reactive of all known elements, and is consequently not a part of organic molecules, such as fats, proteins, DNA, amino acids, enzymes, sugars, nor is it employed within living cells as a salt as chlorine and sodium are. See: Neurosurgeon Russell Blaylock, on Fluorinated drugs, school shootings, Aspertame

Each of their diagnostic categories of “disorders” has certain qualities: the cause is not known and calls for further research, there is no medical diagnostic test (i.e., no blood test, no urine test, no hair test, no biopsy) and so a professional objective diagnosis is the standard used, employing psychological tests, word tests, questioniers, interverview – things of a non-medical nature, treatments for each category include billable patented, trademarked, foreign to the body, drug agents.

The exact way in which these drug agents work is not fully known it is stated. The drugs are not curative but work to manages or suppress signs and symptoms, as they are taken on an ongoing basis — which they have been previously shown to be effective at doing — as evidence-based, effective, theraputic interventions, by designing and conducting scientific, double-blind journal-published tests. These tests, and their analytical results, are propaganda — sham affairs — fabricated, funded, controlled, and ghost written by the pharmaceutical companies.

Stigma is another of these qualities. The disease or disorder (whatever) — people can feel stigmatization about, and so we don’t want that to happen, and we don’t want people to be relectant to get treatment, so, there is a need to address stigma as part of a national campaign to reduce stigma and increase awareness so as to get more people diagnosed and treated. Get them the help they richly deserve. Zyprexa. Stigma. Awareness.

Paying attention to a debilitating disorder By Chris Zdeb
    http://www.leaderpost.com/health/Paying+attention+debilitating+disorder/1269776/story.html

thought of as a kid’s disease… people can get treatment for ADHD and get on with their lives… The disorder can’t be cured, but there is treatment available — medications There’s still a stigma to having a psychiatric disorder, he explains. the exact cause is uncertain, he adds.

BRANDING PREGNANCY AS MENTAL ILLNESS Byron J. Richards, CCN
    http://www.newswithviews.com/Richards/byron51.htm

“As the bill freely acknowledges “The causes of postpartum depression are complex and unknown.” In a mysterious leap of faith the bill says that this condition requires medication to treat it even though such medication has never been proven clinically effective and carries serious side effect risks for the mother and baby, including cardiovascular birth defects.”

Thus: actual issues are considered as a marketing opportunity, to subvert, by these wealthy, enemies of the people; transformed by these machinations of theirs into ersatz pseudo-diagnoses of vague disorders/illnesses/conditions. Whereas, Actual legitimate diagnoses and treatments are excluded and their pernicious Orwellian double-think version of “medicine” congeals and pervades.

Join with the opposition to these people that present manipulative propaganda as medical knowledge.

Melanie Blocker Stokes did receive the psychiatric industry/Ivy League shill version of medical treatment.

The three treatment subspecialties of the American Psychiatric Association are psychophramacology, ECT (130 volt or more in power, one fifth second or longer electric shocks across the temples) and psychosurgery. These are each material in nature, and so Biopsychiatry makes a pretence, in this manner, of a sort of imlicit Neutonian scientificness.

Nothing else has reached their official medical protocols and B-vitamins, Zinc, Magnesium, Essential Fats, Antioxidants and drugs not in their special-favored-status group have never yet made it into their “scientific” “evidience based” “medical” practice quidelines. (Objectively diagnosed and materially, physically treated, after a Journal printed, scientific double-blind test of the intervention: that’s their con-job.)

One thing that is going missing from this dialoge is the valid medical consideration that babies tax their mothers’ bodies’ nutritional stores. By draining their brains/bodies of essential fats and so on the mothers mental/neurological/physical health can often be affected. That is the reality in medicine — swept under the rug by these profiteers in misery — that does truly need to be addressed in perinatal care — in some different, non-fraudulent version of all this.

This issue of Omega-3 fats, Zinc and so on is not refered to, of course, when one looks to what is meant by treatment in the P.R. propaganda about the Melanie Blocker Stokes act — and “postpartum depression,” and “postpartum psychosis” — which are transmogrified from real things to the DSM4 limbo version where they are, and will remain, ill defined, “disorders,” “not fully understood yet”, calling for more research, and treated with “psychiatric medications” and counciling.

Everything about this, and “mental disorders,” (as found in the D.S.M. 4) comes from a group of P.R. spin templates of which we are now all familiar: e.g., while the exact nature of the disease/disorder is not known… it involves genetic predisposition… and is thought to involve neurotransmitters – chemical messangers in the brain… further scientific research is underway! and better, new, patent drugs are on the horizon! Current treatments include these drugs here that affect neurotransmitters – and psychotherapy (uh, usually best used in conjunction with medication.)

I found a mention of public relations firms that do sophisticated, propaganda marketing campaigns and looked that up. They create Controlled opposition groups and dummy independent third party groups. They create legislative support and medical support from MDs and organizations, they supply spin templates on what components to include and how to write things. They put op-ed peices in newspapers. Artificial Grassroots support has been tagged “astroturf.” The psy-ops behind this “Mothers act” is at this level of politcal and industry counterintelligence.

“It is recommended that the pregnant and nursing woman should take at least 2.6 g of omega-3 fatty acids and 100-300 mg of DHA daily to look after the needs of her fetus and suckling infant. The follow-up studies have shown that infants of mothers supplemented with EFAs and DHA had higher mental processing scores, psychomotor development, eye-hand coordination and stereo acuity at 4 years of age. Intake of EFAs and DHA during preschool years may also have a beneficial role in the prevention of attention deficit hyperactivity disorder (ADHD) and enhancing learning capability and academic performance.”

Indian journal of pediatrics. 2005Pregnancy is a time of increased nutritional requirements
    http://www.jirehhealthhk.com/health_detail.php?id=7

“The essential fatty acids (EFAs) and some of their derivatives are of utmost nutritional importance during pregnancy and lactation (8) . During the last trimester of pregnancy and the first months after birth, major developments in the growth and maturation of the infants central nervous system (CNS) and sensory apparatus, such as the eyes, take place.”

“Omega-3 and omega-6 fats are both important, but cannot be interchanged as they are not the same, very much like both vitamin C and E are important vitamins and antioxidants, without one being able to do the job of the other one. Only getting enough of one is better than not getting enough of either, but getting enough of both and in a balanced ratio is the best.”

“The reason why DHA has been emphasized so much is very likely the general deficiency of omega-3 fatty acids in modern industrial diets and the general imbalance between omega-6 and omega-3 fatty acids. Ideally, it should be no more than 4-5:1, but research estimates that modern diets often contain in excess of 14:1 (24) ; other studies show that the ratio is in between 10:1 to 25:1 (22). Too little of either of these fatty acids can lead to impaired development and functioning of the childs central nervous system (18, 19, 21) with the suspected possibility of lowered IQ and decreased visual acuity (6) .”

“Animal studies show that severe EFA deficiency during pregnancy leads to more severe deficiencies in mental and sensory capability (20) . There also appears to be a connection between maternal omega-3 status and the length of gestation: The lower the serum levels of omega-3 fatty acids, the greater the chance of giving birth prematurely (22, 25) . Finally, women with postpartum depression lack omega-3 fatty acids compared to women who gave birth without any problems (16).”
